Should the electors in a representative’s riding be able to force a by-election?

Recall is useful for three reasons:

1. To allow the electors to remove someone who is guilty of mis-conduct, incompetence etc if they are not dealt with by the house or the associated party,

2. To help loosen party discipline. The rep should be removable if he/she is being excessively slavish to the Whip over the concerns of the electors in his/her riding. The electors' views must play some role, at least, in the voting of the rep.

3. It encourages citizen involvement.

The process must be designed to ensure that the recall is not partisan but is occurring because of non-compliance by the rep to their 'job description'.
