PC will not install downloaded programs

Hello

My parents have a problem with "MS Removal tool" virus or spyware. I know how to fix it but the issue I am running into is their PC will download AVG and Malwarebytes but when I try to get him to install it and he clicks on "run" nothing happens.
We've tried this with AVG,Malwarebytes, and Log Me In and all 3 will not install :S Is the "MS Removal tool" preventing my father and I from installing these programs or is there an issue with Windows 7 that I am not aware of.
They just got this PC back from Future Shop and the HDD was replaced and it came with Norton Anti virus which is junk to start with.
My parents are not computer literate at all and I don't want Future Shop or any others to take advantage of them. Please shoot any ideas as to why I am not able to install these programs

Thanks in advance

Hey thanks I will try that. Hard to do tech support over the phone and I'm 3 hours away to go over there and fix it like I normally do. Thanks for the reply and I hope this works

I have found a lot of these spywares infect only the user's profile that is logged in, a quick way to get around them is create a new admin user account and log in with that user. Then you should be able to run spyware removal and get rid of the spyware. You can either then log back into the computer with the original user account or I usually just move the missing files into the new user account profile. SuperAnti Spyware / Malawarebytes seems to do a good job removing these spywares.

Question. When I do the system restore? Do I back track it to the day the PC was fine? How far do I need to go back?

Okay. I tried the other suggested method and unfortunately it did not work. It wouldn't even let the PC do the restore.I will try this because I just found out that Future Shop charges $100 to remove the virus for them. I'm sorry but that's just damn outrageous.Preying on people that don't know better is what that is

Start the computer in safe mode (hold F8 after you turn the computer on) and install the program, then run it. That should take care of the problem.

Thanks for all the response and great suggestions. My parents are actually in Saint John and I'm in Charlottetown.I've been doing tech support over the phone. I normally would try and use Log me in and control their PC from here but unfortunately that not an option this time.Again I appreciate the response and I will let you guys know how I make out.
