big foots

I was going to have a cement foundation knee wall poured but realize it will cost a small foutune. Does anyone know if: 1. Am I able to use big foots instead of poured foundation? and 2. Can I place the foots myself or do I have to hire a contractor to do it?

Thanks San and Puppy for answering. I did get a hold of Rural Development and the building inspector came to my property and looked it all over. While he was there looking around we decided I needed to change the whole building plan. So I'm kinda back to square one. UGGG Some fun... I am building (now) a 14x60 addition. I will need to get a quote from a cement contractor. The fun never ends lol.
