You might want to try those double bladed strap on skates you can find if your child is that young. We found a pair at Value Village and they worked great. I have seen them at Canadian Tire too......

The box on 8 bayside drive has toddler skates, but....wasnt cheap I paid 24.99 but they did look brand new.
