What are they

does anyone know the purpose of the round red cylinders
along market place. Some are on the street across from the park by king street some are along the fence by the playground. They seem to follow the red bricks.

How big? Pic? Are they trash cans, generally unrecognizable to TH or rotten ronnies customers.... ;-)

I called city hall to find out what the devil they were, they even had to call me back because they didn't know, turns out they are bases for lights yet to be installed. Mystery solved.
