Does she constantly lick this area? Could be behaviorable/stress related.

Does she have fleas? Could be flea allergy. (this you could check by holding the cat over a white piece of papertowel and ruffling the hair, if any small black flecks fall out, spray them with a small amount of water if they dissolve into rusty brown stains then you have flea dirt - flea poop (digested blood) and you will need to treat for fleas.

Mites are probably unlikely given the location.

If it's a circular lesion, it could be ringworm. Chances if it's this, you would know this as it's contagious and you would have itchy circular lesions yourself.

These are some suggestions but the only way would be to have the area checked by your veterinarian to know for sure.

If you are treating her for fleas right now, she may also be allergic to the medication you are giving her. An old friend of mine noticed that since she started using a flea medication on her cat, his hair was falling out right by his tail. She switched medications and the hair grew back eventually.
Just a thought,,,,, hope this helps!
